Dumpster Permit & Placement Guide for Baltimore County

Planning a dumpster in Catonsville or elsewhere in Baltimore County? Start with the County's current use-permit rules, then confirm the exact placement with the provider before the truck arrives.

County permit snapshot

Four facts to know before delivery.

These are drawn from Baltimore County's current Dumpster Use Permit form and fee schedule. They are planning guidance, not a permit determination for your property.

With active building permitPermit duration

Location reviewSite plan

The application asks for the proposed location to be shown so it does not interfere with traffic, sight distance, safety requirements or adjoining property.

What the County form says

The permit is more than a fee.

The current form includes several conditions that matter to a real rental. Build your placement plan around them before the dumpster is dropped.

  • Debris source: The permit form states that material in the dumpster must originate from the subject property, not off-site locations.
  • No garbage / food sources: The form says garbage as defined by County Code and other food sources may not be disposed of in the permitted dumpster.
  • No overflowing: The dumpster cannot be overflowing and must be emptied on a regular basis.
  • Owner permission: The application asks for property-owner permission and contact information.
  • Dumpster owner: The application asks for the dumpster owner's responsible party and contact information.
  • Material & hours: The application asks for the anticipated material type and hours of use.

Placement planning

Choose the spot before the truck is on the street.

The best placement is one the provider can safely deliver to, service and retrieve without improvisation.

Usually simpler

Driveway / private property

  • Get property-owner permission if you are not the owner.
  • Ask whether the surface can support the loaded container and delivery truck.
  • Confirm approach room, turning space and overhead clearance.
  • Keep the pickup path open for the entire rental.
  • Ask the provider whether protection boards are appropriate.
Needs confirmation

Street / sidewalk / public right-of-way

Do not assume the zoning Dumpster Use Permit by itself authorizes occupation of a street, sidewalk, shoulder or other public right-of-way.

  • Confirm the exact location with Baltimore County before delivery.
  • Ask the provider what approvals it requires before placing a container there.
  • Do not block travel lanes, pedestrian access, sight distance or other safety areas.
  • Do not schedule delivery until the required approvals are clear.
Private rules still matter

HOA / landlord / commercial property

  • Check lease, HOA or property-management restrictions.
  • Confirm hours, gate access and loading-zone rules.
  • Protect neighboring access and parking.
  • Make sure the dumpster can remain legally and physically accessible through pickup.

Before delivery

A ten-minute checkpoint can save a very expensive shrug.

1

Confirm permit status

Determine whether your exact project and location require the County use permit or another approval.

2

Mark the location

Agree with the provider on the exact placement and keep that space clear before arrival.

3

Check truck clearance

Ask about approach distance, width, turning radius, overhead wires, branches and other obstacles.

4

Protect access

Plan for pickup too. Cars, gates, piles of debris and construction equipment can strand a full container.

5

Confirm material rules

Tell the provider exactly what will be loaded, especially concrete, dirt, masonry, roofing or restricted material.

6

Keep it below the fill line

Overfilling can stop pickup and may violate the County form's no-overflow condition.
